About JohnQ

JohnQ is dedicated to building stronger communities through collaboration, transparency, and innovative approaches to infrastructure. Our model gives rural municipalities (RMs) an opportunity to work together to tackle complex infrastructure projects — faster, more efficiently, and with a focus on their economic impact.

The JohnQ Model: By Municipalities, For Municipalities

Born out of a need for innovation, JohnQ was established as a voluntary Municipal Participation Corporation in 2018 by twelve municipalities. They collectively came together to solve the growing infrastructure challenges in their communities, as budgets tightened and projects became more complex. They realized they couldn’t go it alone and that there was power in leaning in and working together.

JohnQ is a voluntary Municipal Participation Corporation founded to create scalable and sustainable infrastructure solutions. We’re not a government department or a committee of council. We’re something unique, separate, and different.

Each founding municipality made a one-time investment to get us started. Since then, JohnQ has operated independently and receives no operating revenue from any level of government.

Guided by our Board of Directors, we determine emerging infrastructure needs in Manitoba. Then, our JohnQ teams work to create scalable, innovative, cost -effective solutions to address common needs. We then fund all research and development, roll up our sleeves, and get to work.

Once a scalable solution is complete, we roll it out to communities. We charge a customary fee-for-service per project we are chosen to lead. The fees we earn are then reinvested into future projects, creating a continuous reinvestment loop that grows impact across communities.

This model allows us to deliver infrastructure solutions that communities wouldn’t otherwise have access to, building capacity and resources through collaboration. It’s collaborative, sustainable, and most importantly, built for the people we serve.

One of Our Key Initiatives: JQ Built

Building on the JohnQ model, JQ Built was launched in 2022 to bring our philosophy into action. JQ Built is designed to help communities of all sizes work together to streamline infrastructure projects in a cost-effective and scalable way.

When partnering with municipalities, JQ Built makes it possible to reduce construction timelines, raise quality, cut costs, and ensure that communities get the infrastructure they need without unnecessary delays or added expenses.
